In New York City, any commercial buildout that involves changes to plumbing, electrical, HVAC, or the structural layout requires permits from the NYC Department of Buildings. If you’re converting a space that was previously used as a retail shop or office into a salon or spa, that also triggers a change-of-use review, which means an amended Certificate of Occupancy. A licensed Professional Engineer or Registered Architect must file the plans with DOB before work begins. We coordinate that entire process you don’t have to figure it out on your own.
Beyond the DOB building permits, salons and barbershops in Brooklyn and across New York City need to obtain operating permits from the NYC Department of Health and Mental Hygiene. Barbershops require an annual Barber Shop Permit from DOHMH. Salons and appearance enhancement businesses also need a New York State Appearance Enhancement License before they can legally operate. Technically, a licensed general contractor can take on a salon buildout. In practice, most of them haven’t done one before and the gaps show up fast. Salon and spa buildouts have specific requirements that don’t come up in residential or standard retail work: shampoo bowl rough-ins with proper drainage, dedicated high-amperage circuits for styling equipment, exhaust ventilation systems that meet health department standards for chemical fumes, waterproofing around wet treatment areas, and lighting that renders color accurately for stylists.
